Right click on the game you're after to open properties, click on the "Local Files" tab, click on "Verify Integrity of Game Files" let it do its thing. Once complete if should say it's missing some files (your DLC) and it'll go off and download them. Save this answer.

Yes it can get very demanding on computers depending on what mods you use, how large your city is and if anything else is running as well. Mods like unlocking all 25 map tiles or graphical improvements will slow down less powerful systems. Yes. Maybe it can help you deciding if your computer will run the game.

It depends on your gaming style. If you are an experienced skylines player and cannot play without lots of mods and assets like me, then you should at least have 16 GB of RAM for 2000+ assets with 50+ mods and 32 GB for 4000+ assets with 100+ mods.

At some point while city grows up, CPU is more important than GPU. Proof of that is if I run the game at full HD, FPS don't go up. From my observations on two machines: CPU + RAM are more important than graphics.

But don't say the gameplay doesn't change with the DLCs. No DLC is mandatory and some are more valuable than others. Mass Transit and Green Cities add options to existing systems but not as much depth as the prevoius two. I highly recommend these two DLCs but they are lower priority than the previous.
