State Police are investigating the death of a 10-year-old girl in the town of Colesville. Broome County 911 received a call Sunday from a residence on East Windsor Road for a 10-year-old girl who was unresponsive. The responding troopers determined that Belladonna Loke was discovered by the owner of the house in a second floor bedroom, Loke’s family had been staying at the residence since December. The preliminary investigation revealed that Loke suffered from a serious medical condition, she was transported to Lourdes Hospital where an autopsy was performed today, the results have not yet been released, The investigation is continuing.

Governor Cuomo today announced Smart Street Lighting NY, a new statewide program that calls for at least 500,000 street lights throughout the state to be replaced with energy-saving LED technology by 2025. The program was announced by the Governor in the 2018 State of the State and directly supports his goal to reduce climate emissions 40 percent by 2030, based on 1990 levels.

The New York State Fair is running a 1-day sale on packages of fair admission, rides, food and games. The “Midway Madness” sale will be offered online Thursday beginning at 6:00 AM through the fair’s official online seller, Etix.com. Oneonta Mayor Gary Herzig has been appointed as Co-Chair of the Community Revitalization Policy Committee of the New York State Conference of Mayors. Herzig will be directly involved in providing Policy recommendations to the Conference’s Executive Committee, regarding economic development, land use, zombie properties among other issues facing the state’s municipalities.

State Senator John DeFrancisco of Syracuse has already gathered up support & is an early favorite to take on the expected re-election campaign effort by current incumbent Democrat Andrew Cuomo, DeFrancisco has served in the State Senate for the last 25 years, during a time of highly publicized corruption among many state lawmakers for abuse of power. Former area Congressman Richard Hanna said that he has been approached to run for Governor, since he retired from Congress last year, he is not anticipating running for governor.

Delaware County Sheriff’s Deputies and Investigators responded to the Downsville Central School after a reported threat of possible school violence Friday. Deputies were advised of the threat by School officials after they learned of a social media post Thursday night by a parent, administrators and Deputies immediately identified a 17 year old student as the source of a verbal threat made during school on Thursday. Investigators believe that the student made an inappropriate comment during school on Thursday; there was no credible threat or intention by the student to engage in any school violence.

A Broome County Grand Jury filed charges against 36 year old James Giacalone of Glen Aubrey Friday, after he allegedly tried to run over State Troopers last month with his car, the trooper shot and wounded Giacalone, who was indicted Friday for attempted first-degree murder, attempted aggravated assault upon a police officer and second-degree assault. He is expected to be arraigned in Broome County Court shortly; he could face 25 years to life in prison.

State Police arrested 22-year-old Tristen Caballer from Worcester for 2nd degree Burglary. On February 9th, a trooper responded to a burglary in the town of Worcester. The Otsego County Deputies had attempted to serve an arrest warrant on Caballer who then fled on foot. Caballer allegedly entered an enclosed porch to a residence, without permission, & then stole clothing and shoes and eventually returned to home, where He was arrested without incident. Caballer was arraigned in the Worcester Town Court and was remanded to the Otsego County Jail on $5000 cash bail or $10,000 property bond.

Governor Cuomo announced that 2 schools had “copycat” threats made by students threatening violence and saying they would bring guns to schools earlier today. The 2 matters are under control according to State Police, the schools involved were the Chautauqua Lake School District and the Randolph Academy in Cattaraugus County. Both students are in police custody.

The Northeast Classic Car Museum was recognized with the Antique Automobile Club of America Plaque award for outstanding achievement in preserving the history of the automobile. The award was issued last Saturday at the 82nd Annual Awards banquet of the AACA, in Philadelphia. Governor Cuomo today announced 30-day amendments to the Executive Budget, including legislation to protect New York taxpayers from federal tax increases. Amendments include legislation to create a new optional Employer Compensation Expense Tax system, allowing participating employers to shield their employees from federal tax hikes. Budget amendments include provisions to decouple the state tax code from the federal tax code so that State taxpayers do not see more than $1.5 billion in state taxes because of federal tax increases.

Delaware County Sheriff’s Deputies arrested 40-year-old Eric Bowen of Endicott on charges of speeding, operating with a loud exhaust, unlawful possession of marijuana, and criminal possession of a controlled substance, following a traffic stop in the Town of Hanco*ck. Bowen is accused of possessing a quantity of Methamphetamine in the vehicle. Bowen was later released on an appearance ticket returnable to Hanco*ck Town Court at a later date.

State Police arrested 33-year-old Quintin Kemp of West Winfield for 2nd degree Assault & Criminal Mischief, after troopers responded to a dispute in which Kemp allegedly threw a cell phone at a woman, which struck her in the face, and caused a laceration & damaging to a television worth more than $250. The victim was treated for her injuries at a local hospital and released. Kemp was arraigned and was remanded to the Otsego County Jail on $2500 cash bail or $5000 property bond, pending court action in February 21st.

Governor Cuomo called for continued vigilance to prevent the spread of influenza and again urged all New Yorkers to get vaccinated. Last week, 16,804 laboratory confirmed influenza cases were reported to the New York State Department of Health; again the highest weekly number since reporting began in 2004. The number of weekly hospitalizations decreased for the first time since influenza was declared prevalent in December, with 2,409 New Yorkers hospitalized for lab confirmed influenza. Delaware County Sheriff’s Deputies arrested a Davenport man Tuesday as a fugitive from justice from Missouri. Deputies arrested 25 year old Jerry Parkes of Davenport on the Warrant issued by Governor Cuomo, Parkes is charged with violating the terms of his probation and fleeing from Missouri to avoid prosecution. Parkes was arrested at the Delaware County Correctional Facility where he has been held without bail, since December, he was wanted in Missouri for violating the terms of his probation imposed upon a conviction for domestic assault. Parkes was arraigned; he will be turned over to Missouri law enforcement officers shortly.

State Police arrested 43-year-old Stacey Juhl of Portlandville for Driving While Ability Impaired by Drugs, Criminal Possession of a Controlled Substance & other traffic violations. A trooper observed a vehicle with a loud exhaust, as it weaving across road markings on State Route 28 in the town of Milford. Juhl is accused of driving while impaired by drugs, she was found to unlawfully possess an oxycodone pill. Juhl was transported to Fox Hospital where she consented to a test of her blood for drugs. The lab results are still pending. Juhl was issued tickets that are returnable to the Milford town Court on February 27, 2018.

The National Baseball Hall of Fame & Museum will be honoring the 2017 World Series champion Houston Astros, as part of their Autumn Glory exhibit, which opens tomorrow and features artifacts, photographs and other items detailing the Astros’ first-ever World Series title. Artifacts include a Glove used by Astros third baseman Alex Bregman, a jersey worn by Astros pitcher Francisco Liriano, a Cap worn by Game 7 winning pitcher Charlie Morton, a jersey worn in Game 6 by Justin Verlander & various other in game items from the Astros as well as the National League Champion Los Angeles Dodgers.

The Delaware County Industrial Development Agency announced that a $50,000 low interest loan has been granted to the owners of the O’Neill’s Shire Pub in Delhi, to assist in the restoration. The tavern suffered damage in a fire last June that was attributed to the spontaneous combustion of cleaning towels in the kitchen. The restoration is also being helped by an $85,000 grant from the State Office of Community Renewal. The tavern employs over 20 people.

Otsego County Sheriff’s deputies arrested 26-year-old Kyle Bouck of Milford, after he allegedly had a violent outburst at the Mirabito Gas Station in the town of Hartwick. Bouck is accused of vandalizing displays inside the store when the clerk refused to sell him cigarettes without an ID. Bouck was charged with disorderly conduct & will appear in Town of Hartwick Court on February 28th.

Governor Cuomo today announced a 30-day budget amendment will be advanced to prohibit the so-called gay and trans panic defenses from being used in New York State to blame LGBTQ people for the violence committed against them. The current gay and trans panic defenses allow those responsible for violent crimes against LGBTQ people to receive a lesser sentence, and in some cases, even avoid being convicted, by placing the blame on a victim’s actual or perceived sexual orientation or gender identity.

State Police arrested 31-year-old Scott Ward of Binghamton for 3rd degree Assault, following the report of a bar fight January 20th in Conklin. Ward is accused of pushing & kicking a man, resulting in lacerations to his face & chipping a tooth. The victim was treated at Lourdes Hospital then released, ward faces court action in Conklin Town Court on February 26th.

New York’s system of state parks, historic sites, campgrounds, and trails welcomed 71.5 million estimated visitors in 2017, which represents an overall increase of 23% or 13.6 million visitors since 2011. State Parks saw an increase from 70.6 million to 71.5 million in 2017, since the inception of the New York Parks 2020 program, more than 700 improvement projects have been completed or are underway.

Former Sidney Mayor Jim Warren has died at the age of 81. Warren taught in the Sidney High School, served for many years on the Sidney Village Board, before being elected as Mayor from 1999 to 2011. No services are scheduled, but donations in Warren’s name can be made to the Delaware Valley Humane society.

Governor Cuomo today announced he is advancing a 30-day budget amendment to prohibit sexual contact between police officers and those in custody. Under current law, incarcerated individuals cannot give consent to corrections officers or probation officers, but the law does not apply to sexual activity between police officers and those who are detained or otherwise in custody. This legislation will amend the law to expressly include police officers.

Delhi police arrested 20-year-old Willie Lopez of Queens for burglary & criminal mischief. Lopez is accused of breaking into the Delhi McDonalds, and damaging ceiling tiles, he was arraigned & was sent to the Delaware County Jail on $5,000 cash bail pending future court action.

New York State is now home to 400 breweries, surpassing the previous record of 393 breweries set in 1876. The number of breweries has skyrocketed since the state’s first Wine, Beer and Spirits Summit in 2012, with 243 new breweries obtaining licenses, and beer being brewed in 57 of the state’s 62 counties. Additionally, 202 new farm brewery licenses have been issued since a farm brewery law went into effect on January 1, 2013. Additionally, institutions including Cornell University, SUNY Morrisville, and Hartwick College’s Center for Craft Food and Beverage are now engaged in research and offering testing of barely, malt and beer quality, Morrisville and Hartwick also have programs to train New York’s next generation of brewers.

The U.S. Small Business Administration has granted governor Cuomo’s request for a Physical Disaster Declaration for several counties including Otsego County, following a weather system that brought severe storms and flash flooding from excessive rainfall from July 1 through July 24th. State Police arrested 27 year old Nathaniel Richardson of Unadilla and 28 year old Katrina Ellis-Seymour of Sidney, for Petty Larceny, the 2 are accused of shoplifting several times on February 9th at the Oneonta Wal-Mart, and allegedly stole merchandise valued at more than $200. Richardson and Ellis-Seymour were subsequently arraigned before the Oneonta Town Court and were remanded to Otsego County Jail in lieu of $300 cash bail. Their next court date is pending.

Governor Cuomo today announced he is advancing a 30-day budget amendment to crack down on physician misconduct. The legislation will authorize the Health Commissioner to order those charged with a felony related to their medical practice whose alleged conduct may present a public risk to immediately stop practicing medicine, and to obtain a warrant to search an accused physician’s home, office and belongings. In addition, the legislation reduces the response time for supplying relevant documentation.

The endorsem*nt came following a vote of Committee Members from across Chenango County. The Sixth Judicial District encompasses all of Broome, Chemung, Chenango, Cortland, Delaware, Madison, Otsego, Schuyler, Tioga and Tompkins Counties. Governor Cuomo today awarded more than $4 million to develop ten 24/7 Open Access Centers to deliver immediate engagement, assessment and referral service options to those seeking treatment for substance abuse. The primary goal is to ensure that anyone in need of substance use disorder services has immediate access to addiction treatment services 24 hours a day, 7 days a week. Locally, the tri-county region will be served by The Neighborhood Center, which received $450,000.

The Chenango County District Attorney’s Office reported that Kevin Roof of Binghamton pleaded guilty to a January 2017 burglary on Algerine Street in Afton. Roof will be sentenced to 8 1/2 years in prison, plus 5 years of post-release supervision. Roof pleaded guilty to the burglary, in which he was shot during the incident, he was taken to Wilson Hospital and treated for non-life-threatening injuries. James Fletcher of Greene was also arrested in connection to the incident, he pleaded guilty last year to attempted burglary and will be sentenced to 3 years in prison with 5 years of post-release supervision.

31-year-old Brett Poyer of Port Crane has been indicted by the Broome County grand jury, for allegedly manufacturing Methamphetamines last month. Last Friday, a Grand Jury charged Poyer with 2nd & 3rd degree criminal possession of a controlled substance and 3 counts of criminally using drug paraphernalia. Poyer will be arraigned on the Grand Jury charges shortly in Broome County Court; 30-year-old Jodi Bickos of Port Crane was arrested with Poyer, her case is pending.

State Comptroller Tom DiNapoli’s office audited the Walton Fire Department. The audit found that the Treasurer did not maintain complete accounting records of disbursem*nts, receipts or cash balances, Bank accounts were not reconciled and were not reported to the membership. The Comptroller’s office recommends that the Treasurer should make sure that all transactions are entered into the accounting records, that they should Prepare and review bank reconciliations and monthly financial reports, & they should Audit and approve bills prior to payment and document the approval in the meeting minutes or supporting documentation.

The Broome County Clerk’s Office is warning area residents about an email that appears to be coming from the clerk’s office, regarding the payment of an overdue bill. The email is a fake, the office said that they do not send emails regarding past due bills.

State Police have released an update regarding Friday’s early morning fire that claimed the lives of 2 small children. Police responded to the structure fire at 498 Dehning Road, in the town of Davenport, 3 year old Kiley Sullivan & 1 year old Cody Sullivan died during the fire, and their father 44 year old Carmen Sullivan was taken to Upstate Medical in Syracuse for burn juries. State Fire Investigators are assisting with the investigation and a cause has not been determined yet. This investigation is continuing.

The Broome County Sheriff’s Office received a tip that a subject wanted on multiple warrants was staying at a motel in the Town of Dickinson. Deputies attempted to make contact, when the suspect apparently left through a window & observed 27 year old Daniel Santacroce driving out of the parking lot at a high rate of speed. He was taken into custody in Binghamton. Santacroce was found to be in unlawful possession of prescription pills, he did not possess a valid driver’s license as his driving privileges were suspended. Santacroce was wanted on Arrest Warrants from Johnson City & Vestal; he was arraigned and was remanded to the Broome County Jail on $10,000 cash bail.

Governor Cuomo today announced he is advancing a 30-day budget amendment to encourage pharmacies to enroll in the State Vaccines for Children Program, which provides vaccines to children and individuals regardless of their ability to pay. The legislation would codify the executive order temporarily allowing pharmacists to administer flu vaccines to children ages 2 to 18. The legislation would permanently suspend the section of state education law that limits the authority of pharmacists to administer immunizing agents to anyone under age 18.

Governor Cuomo today announced a 30-day budget amendment that will Prohibit level 2 and 3 sex offenders, whose victims were under the age of 13, from being within 1,000 feet of a kindergarten or pre-K school; Ban certain sex offenders from living in temporary emergency housing or shelters that house families; and Require the Commissioner of the Department of Corrections and Community Supervision to obtain a list of schools from the State Department of Education, and distribute that list to probation and parole departments to ensure sex offenders stay away from those locations.

State Police arrested 33 year old Frank Bowles of Oneonta for Criminal Mischief and Unlawful Possession of Marihuana. This arrest occurred after troopers responded to a fight in progress at the Lantern Hill Trailer Park, on State Route 23, in the town of Oneonta. Bowles is accused of smashing a window of a trailer when he was denied entry; Troopers located him walking in the park with lacerations to his hand. Bowles had his injuries treated at the scene by EMS, & while being arrested for damaging the window, Bowles was found to unlawfully possess about 15 grams of marijuana on his person. Bowles was arraigned before the Oneonta Town Court and subsequently remanded to the Otsego County Jail in lieu of $250.00 bail.

Delaware County Sheriff’s Deputies arrested 56 year old Dennis Hulse of Auburn, on charges of unlawful possession of marijuana, criminal possession of a controlled substance and driving while ability impaired by drugs following a traffic stop on State Highway 17 in the Town of Colchester. Hulse was also charged with driving 80 miles per hour in 55 miles per hour zone. He was later released on traffic tickets returnable to Colchester Town Court at a later date.

Delaware County Sheriff’s Deputies arrested 28 year old Meghan Armstrong of Walton, for Driving While Ability Impaired by Drugs and Unlawful Possession of Marihuana. Armstrong was also cited for no plate lamp as well as not wearing a seatbelt while operating a motor vehicle. This arrest stemmed from a traffic stop on Chambers Hollow Road in the Town of Hamden. Armstrong is scheduled to appear in the Town of Hamden Court at a later date to answer the charges.

Assemblywoman Donna Lupardo and State Senator Fred Akshar joined local law enforcement officials Friday to discuss cracking down on impaired driving across the State. Last year, the 2 legislators were successful in securing $1.6 million in state funding for STOP-DWI programs that became available for use to local programs at the beginning of 2018. Additionally, Lupardo and Akshar are also working on legislation that would allow for fines from impaired driving offenses to be collected ahead of other fees and surcharges collected by the state.

After a bounce in January, Governor Andrew Cuomo’s favorability & job performance ratings all fell by double digits this month, according to a new Siena College poll of New York State registered voters. Cuomo’s favorability rating is 53%, down from 62% last month, and his job performance rating went down to 45% from 50% in January.

Delaware County Emergency Services Department announced that the early Friday morning structure fire at 478 Dehning Road in the Town of Davenport involved the death of 2 small children. Officials said that the apartment building was fully involved, a 1-year-old male and a 3-year-old female died, an adult male was transported with burns to Upstate Medical Center Burn Unit in Syracuse. The names of the victims are being withheld at this time. State Police arrested 27-year-old Chase Degraw from Deposit for Menacing, after troopers responded to a dispute in Deposit. Degraw allegedly displayed a handgun at the female victim, he was arraigned, posted bail, & was released on his own recognizance with an order of protection was issued. Later that day Degraw was arrested again, for Criminal Contempt, to the same home and violated the order of protection by attempting to communicate with the victim inside. DeGraw was arraigned and was remanded to the Broome County Jail on $5,000 cash bail or $10,000 bond.

State Comptroller Tom DiNapoli issued an audit that Reveals Issues Behind Broome County’s Fiscal Stress. From 2014 through 2016, Broome County depleted its fund balance to dangerously low levels jeopardizing public services and long-term infrastructure investments, DiNapoli recommended that the county stop using the fund balance to finance recurring expenditures; Develop a fund balance policy that establishes a reasonable amount of fund balance, reduce or eliminate reliance on short-term borrowing; & Adopt balanced budgets. State Police responded to a Delaware County 911 report of a structure fire at 435 Dehning Road in the town of Davenport, at about 1:45 this morning. 2 children died in the fire, and 1 adult was taken to Upstate Medical in Syracuse for burn injuries. Fire Department from Davenport, Pindars Corners, Hobart and Kortright responded, State Fire Investigators are assisting with the investigation and a cause has not been determined yet. The names of the victims have not been released, the investigation is continuing.

State Police responded to a 2-vehicle accident Wednesday afternoon at approximately 3:30 PM, on State Route 10 in the Town of Jefferson. Police reported that a vehicle operated by 47-year-old Debra Galasso of Summit, crossed into the opposing lane striking a vehicle head on, driven by 50-year-old Leonard Williams of Jefferson. Williams suffered severe head trauma in the crash and was pronounced dead at the scene, he was not wearing a seat belt at the time of the crash. A rear seat passenger in the Galasso Vehicle, 24-year-old Schyler Shafer of Summit, complained of abdominal pain and was transported to Bassett Hospital for treatment. The investigation is continuing, no charges or tickets having been issued.

The Village of Bainbridge announced that a water main break from this morning has been repaired. The Break affected residents in the area of Terrace Hill, Linda Lane & DeZang Avenue, water pressure should be restored to residents on those streets & surrounding streets, if the water is brown or murky at first, residents are reminded to let it run until the water is clear.

Voters in the Morris Central School District approved of the purchase of vehicles for the district Thursday. Voters approved by a 72 to 10 margin to purchase 1 school bus & 1 car, at a cost not to exceed about $150,000.

The Village of Afton announced that they would be holding a public meeting on Sunday February 18th from 2:00 to 4:00 PM, to show residents the draft of the Economic Revitalization Strategic Plan. The public is invited to attend, the meeting will be held in the Susquehanna Room at 105 Main Street in Afton.

65-year-old Ramadan Abdullah of Johnson City was sentenced to a minimum of three years in state prison in Broome County Court Thursday; he was found guilty in November of 15 counts of criminal possession of a weapon and 1 count of petit larceny. At the time of Abdullah’s arrest, police seized handguns, assault weapons, rifles, and a shotgun, thousands of rounds of ammunition, flak jackets and high-capacity ammunition feeding devices.

The Broome County Sheriff’s Office is looking for the public’s help in finding Nathan Mower, who is wanted for violating his probation for 2nd degree burglary. Mower is white, with brown hair and brown eyes, about 5′ 11″ and weighs 205 pounds. Governor Cuomo today directed State Department of Health Commissioner Dr. Howard Zucker to authorize emergency assistance funding to counties as flu diagnoses continued to increase in communities across the state. With 15,753 laboratory confirmed influenza cases reported to the New York State Department of Health, and 2,349 New Yorkers hospitalized with confirmed influenza, these numbers are again the highest weekly numbers in both categories since reporting began in 2004. Sentencing is scheduled for Ramadan Abdullah in Broome County Court today. Abdullah was arrested after police confiscated numerous weapons belonging to the Johnson City man, he did not have a permit to have the weapons. A jury found Abdullah guilty of 15 weapons charges following a recent trial.

A controversial natural gas compressor station proposal in the Town of Fenton was voted down Tuesday night by the Town Zoning Board by a 3 to 2 vote. NG Advantage officials stated that they are looking at other options for their compressor station proposal.

Governor Cuomo today announced additional funding is available to help eligible New Yorkers heat their homes following severe low temperatures this winter. Households in danger of running out of heating fuel or having their utility service shut off will be able to apply for a second emergency benefit beginning February 12th. There has been a 40% increase in requests for emergency heating assistance compared to last year, more information can be found at otda.ny.gov/programs/heap/contacts/.

Governor Cuomo today announced the state’s Community Restoration Fund has purchased 172 mortgages in a strategic effort to bring owners in targeted communities out of foreclosure and keep the homes from abandonment. The Community Restoration Fund has helped strengthen the financial position of homeowners, bringing stability back to the housing market in neighborhoods across the state. This latest effort brings the total investment through the Fund to $10 million, which has leveraged more than $111 million in private funds and enabled the purchase of 570 distressed mortgages to date. 9 of the properties were in the Southern Tier, 21 were in the Mohawk Valley & Central New York regions.

Governor Cuomo & local leaders today announced the grand opening of the Resorts World Casino in Thompson, in Sullivan County. The $1.2 billion resort features a 100,000 square-foot gaming floor, a luxury hotel, and multiple dining, retail and entertainment options as part of a larger development project on the site. Resorts World has created 1,500 permanent jobs at the resort, with another 600 expected once the entertainment village, water park and golf course open. Resorts World projects the resort and casino to bring in four million visitors per year. Resorts World Casino is the fourth commercial casino to open in New York since voters approved the New York Casino Gambling Amendment in 2013.

Oneida County native Erin Hamlin has been selected as Team USA’s flag bearer for the Opening Ceremony of the Winter Olympic Games in PyeongChang. Hamlin was born and raised in Remsen, she was chosen by a vote of fellow Team USA members. Hamlin made history at the Olympic Winter Games in Sochi 2014 when she became the first U.S. athlete ever to win an Olympic singles luge medal in the sport’s 50-year Olympic history. This is Hamlin’s 4th Olympic games, the Opening Ceremony will take place tomorrow.

State Police arrested 32 year old Ashley Harder of Binghamton for Unlawfully Fleeing a Police Officer in a Motor Vehicle, Driving While Intoxicated, Reckless Driving, and other traffic violations. Troopers responded to a report of a vehicle traveling in the wrong direction on Interstate 81 northbound, in the town of Triangle. A State Trooper pursued the vehicle in the wrong direction & the driver failed to comply and continued driving on I-81 northbound. The trooper pulled ahead, doubled back & deployed a tire deflating device, Harder was arrested, she refused to submit to a breath test & she was issued tickets to the town of Triangle Court on February 14th.
