President to visit forest next week Bee Washington Bureau and Metro Staff WASHINGTON President Bush is scheduled to visit the Sequoia National Forest early next week to make an announcement about protection of Giant Sequoia groves. While complete details of Bush's visit remain uncertain, Sequoia National Forest official Mary Bradley said Bush is expected to attend a ceremony at 9 a.m. Tuesday to "honor Giant Sequoias and recognize partnerships in the forest." In recent years, the Sequoia National Forest has been the focus of intense controversy over commercial logging in its stately Giant Sequoia groves. That logging has been stopped, but disputes continue over the forest's overall commercial timber program. Timber industry officials said Bush may announce an executive order extending permanent protection to Giant Sequoia groves.

The current protections, hammered out in 1990 negotiations among environmentalists, the timber industry and the Forest Service, will otherwise expire in 10 or 15 years. "I think what they're attempting to do is by executive mandate extend the (protections)," said Steve Worthley, counsel for Sequoia Forest Industries. "That's my expectation." Conservationists were skeptical. "It looks like he's coming here to save parts of the forest Giant Sequoia groves that have already been saved by public opinion and citizen activists," said Ray West, secretary of the Tule River Conservancy, a local conservation group. "I can't believe he will do anything to change the status quowhich is timber first in our national forests," West said.

Although a White House spokesman said Wednesday night that there was a very good chance that the president will helicopter into the Sequoia forest and take "several walks," official confirmation of the visit was being withheld pending a report by the White House advance team. Among other measures, the 1990 "mediated settlement" established buffers around existing sequoia groves. Essentially no. timber harvesting is allowed within the first 500 feet, and only limited entry is allowed within the next 500 feet. Bush's planned visit comes as Congress is still trying to figure out how to protect ancient forests both in the Sierra Nevada and the Pacific Northwest.

Among other things, lawmakers are working on a provision calling for a scientific panel to study possible ancient forest preserve sites in the Sierra Nevada. Raul Lopez-Alvarez was convicted of kidnapping and murder on the basis of his statements to an undercover agent that he had taken part in a drug gang's abduction of Camarena and had beaten him with a heated iron pipe. He later claimed that the statements were lies, meant to impress the agent with his high-level connections.

The 9th U.S. Circuit Court of Appeals ruled that the statements were adequately corroborated by other evidence, including the nature of Camarena's injuries and the existence of a tape recording of Camarena's interrogation. But the court overturned two of Lopez-Alvarez's six convictions for insufficient evidence. Camarena, a Drug Enforcement Administration agent, was abducted in Guadalajara in February 1985. Mitchell Civil rights attorney BALTIMORE Civil rights attorney Juanita Jackson Mitchell, the matriarch of a family that has become synonymous with civil rights in Maryland, has died at 79. Mrs.

Mitchell died Tuesday of a heart attack at her Baltimore home. She was the first black woman to practice law in Maryland and the first national director of the NAACP's Youth and College Division. Her mother was Lillie Carroll Jackson, a prominent early leader of the National Association for the Advancement of Colored People, and her late husband, Clarence Mitchell was chief lobbyist for the NAACP. As a lawyer for the local NAACP, Mrs. Mitchell successfully fought to have Baltimore hire black social workers, librarians and police officers.

In the 1940s and 1950s she worked on a series of legal actions that helped open public facilities and schools to blacks and forced the hiring of blacks in schools and colleges. She and Thurgood Marshall, a Baltimore native who later became the first black on the U.S. Supreme Court, filed lawsuits that resulted in a 1955 decision by the Supreme Court to integrate a park in Baltimore and one in Annapolis. Her brother-in-law, Parren J. Mitchell, became Maryland's first black congressman in 1970.

Two of her four sons, Clarence and Michael, also worked on civil rights causes and served in the state Senate. In 1987, they were convicted for trying to obstruct a congressional investigation of the Wedtech Corp. defense procurement scandal. She is survived by her four sons, and a sister, a brother, a niece, 18 grandchildren and two greatgrandsons. A memorial service is scheduled for Saturday.
